Duties

Joining Customs & Border Protection (CBP), Office of Human Resources Management, will allow you to use your expertise as a program manager and lead project coordinator and advisor on one or more critical human capital programs This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10). In this Program Manager position you will become a key team member of Homeland Security and U.S. Customs and Border Protection (CBP) professionals responsible for formulating or effecting management policies on matters impacting CBP's workforce, including, but not limited to holistic pay and compensation, classification, special retirement coverage practices, staffing, HR oversight audits and accountability programs, performance management, awards, discipline/adverse action policies, employee relations, and leave. Typical Work assignments include: Managing project lifecycle and develops the scope to include policy or program design and formulation, stakeholder engagement, implementation, change management, communications, performance, and accountability. Leading human capital policy and program initiatives of strategic importance to senior leadership from conception to implementation, including comprehensive, nationwide management studies and projects. Directing and monitors all aspects of project planning and design, scope, management, coordination of team assignments, direction and coordination of work efforts, management of overall project deliverables, status reporting, quality reviews and issue identification, escalation, and resolution. Exercising technical and administrative oversight of project team members who are responsible for developing, communicating, executing and/or measuring human capital policies, procedures and programs. Providing briefings, presentations and/or reports to leadership that may be controversial or sensitive.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning and implementing quality improvement projects to develop, document, and execute effective and efficient solutions. Analyzing program needs, recommending policies, and formulating procedures for program offices, stakeholders, and leadership. Conducting fact-finding research and reviews of human resources laws, regulations, procedures, and practices to develop pre-decisional position papers, presentations, project plans, and reports relating to various human resources programs. Interpreting regulations, studying associated procedures, and recommending and implementing new methods. Presenting and defining the results of highly complex policies and operational analysis to counterparts and high-level officials. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/30/2024. Current and former federal employees may be required to serve or complete a probationary period.
