Duties
You will provide supervision, leadership and direction regarding Command, Control and Communications (C3) Shore modernization program coordination and communication with Program Offices, C3 Shore components and Information Warfare Type Commander.
You will work with stakeholders to develop annual spend plans and manage execution of Design Support Allocation (DSA) funds for installation planning, and design support.
You will assist the DPM and PM in making risk determinations affecting assigned platform modernization.
You will oversee efforts for digital transformation of the end-to-end C3 Shore process, including continual process improvement.
You will Develop new and revise existing NAVWAR policy and process to establish Shore Program Manager Platform modernization roles and responsibilities consistent with Navy and NAVWAR modernization policy.
You will analyze data and provide recommendations to improve the readiness of assigned platforms.
You will Prepare and conduct related presentations to internal and external senior stakeholders.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing leadership and direction in overall program management and systems engineering and integration.
