Duties
You will collaborate closely with the Program Managers and Competency Leads to assess service requirements across the organization to forecast service contract requirements and identify efficiencies or opportunities for small business contracts.
You will work with contracting activities in identifying and implementing efficient practices in the contract execution for service requirements.
You will oversee the execution of Naval Information Warfare Systems Command (NAVWAR) Services Contracts to provide uniform requirements development and source selection guidance.
You will advise, and in some cases lead or directly participate in fair opportunity selection processes.
You will lead a team that provides uniform guidance, training, and facilitation of requirements documentation preparation in support of source selection activities across the NAVWAR Enterprise.
You will mentor, guide, and support NAVWAR and Program Executive Office (PEO) Program Managers in pre- award activities with emphasis on source selection of services contracts.
You will guide and mentor Source Selection Evaluation Boards throughout the source selection process using expert knowledge of best practices for timely and efficient board management.
You will train Program Managers on services acquisition best-practices to improve quality of pre-award documentation and source selection.
You will serve as a coach, facilitator, and negotiator to manage team resources in delivery of source selection processes, nsk management, and professional services contract management support to program offices.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing service requirements across an organization to forecast service contract requirements and identifying efficiencies for small business contracts; and/or overseeing the execution of service contracts to provide uniform requirements development and source selection guidance.
