You will serve as a Program Analyst/Chief Data Architect in the Chief of Naval Operations (CNO) Echelon Ill command of AEGIS COMBATSYSC.

Duties

You will serve as Program Analyst in Chief of Naval Operations (CNO) Echelon III command at Surface Combat Systems Center (SCSC), Wallops Island, VA. You will be responsible for designing, creating, deploying, and managing Navy combat systems test data transfer streams throughout fleet assets and various land-based test and analysis activities. You will provide technology and software solutions for peering various networks data transfer application. You will provide leadership in developing procedures and user guides for tools deployed for Fleet Data Collection (FDC) initiatives. You will design, implement, and manage the overall data strategy and policies for an organization to ensure data quality, security, privacy, and accessibilit You will ensure data architecture follows industry and company standards and implement best practices to improve efficiency and reliability. You will work closely with data scientists, analysts, business users, and IT teams to understand their needs and provide solutions. You will review and optimize existing data pipelines and recommend changes to improve data architecture. You will create technical documentation, reports, and visualizations to explain data architecture and projects to various technical and non-technical stakeholders. You will present organizational briefings to convey strategic vision or organizational policies.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-3) or grade level (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating existing data pipelines to develop recommendations to improve the efficiency and reliability of data transfer streams for a test and evaluation program..
