Duties

You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices). You will partner with management and employee representatives to arrive at settlement agreements or memorandums of agreement or understanding. You will negotiate with senior leaders to determine a course of action for human resources issues. You will negotiate collective bargaining agreements with labor organizations.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must complete the Navy Labor Negotiation Seminar and Management Representative courses.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the development of case strategies; 2) Providing advice and guidance on controversial or complex issues related to Employee and Labor Relations; and 3) Ensuring case files are properly maintained in accordance with regulatory guidance. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying human resource management theories, concepts, principles, laws, regulations, precedents and procedures related to Labor & Relations to identify interrelated problems, draw conclusions, and recommend appropriate courses of action; 2) Applying fact-finding, analytical and problem-solving methods and techniques; and 3) Preparing and presenting findings to recommend and carry out specific actions regarding difficult issues. Education

In lieu of general/specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

GS-11: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

GS-09: A master's or equivalent graduate degreeOR2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related OR A combination of experience and education as described above that equates to one year of experience.
