You will serve as a Human Resource Director in NAVAL FACILITIES ENGINEERING COMMAND of NAVAL FACILITIES ENG COMMAND HAWAIIHuman Resources Office (HRO).
You will serve as the senior advisor for all Civilian Human Resources (CHR) policy execution and service delivery for their serviced activities and is responsible for overseeing and directing all CHR programs, policies, workforce planning, strategic hiring plans and day-to-day operations of the HRO.
Duties
You will be responsible for formulating, planning, developing, evaluating and administering CHR programs for all serviced activities.
You will plan and administer the classification and wage program in accordance with NAVFAC, Department of the Navy (DON), Department of Defense (DOD) and the Office of Personnel Management (OPM) guidelines and objectives.
You will plan and administer the recruitment and staffing programs for all serviced activities.
You will formulate policies, determine recruitment and develop recruitment plans; advises command officials on pertinent legislation, policies, methods and procedures.
You will plan and administer the employee relations program.
You will administer the labor relations program in accordance with applicable laws, rules and regulations; negotiates and administer collective bargaining agreements and collaborates with labor and management to resolve disagreements.
You will provide cogent, accurate, and timely advice, orientation and instruction to all levels of management on all aspects of labor/management relations.
You will provide comprehensive technical advice relative to CHR regulations, principles and procedural requirements from which sound decisions are made.
You will direct the preparation of notices, instructions and other types of material required to implement HR policies and procedures established by the NAVFAC Director of Civilian Human Resources.
You will provide advice to serviced activities concerning proposed organization, personnel and mission changes to determine the potential short and long-term impact on CHR needs.
You will perform supervisory duties and serve as first level and second level supervisor to subordinate positions ranging in grades from GS-07 through GS-13.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
