You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the HUMAN RESOURCES OFFICE of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances,
appeals, fair employment practices).
You will negotiate collective bargaining agreements with labor organizations.
You will analyze labor management issues to plan negotiating strategies.
You will determine priority of work assignments to accomplish tasks in the most efficient manner.
You will brief managers on employee relations program management.
You will create local instructions for implementing an organization's labor relations program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading, planning, developing, promoting and coordinating multiple labor relations and employee relations programs; 2) Interpreting and applying Federal Service Labor-Management Relations Statutes and related directives; 3) Representing management in resolving problems and issues presented by labor organizations; 4) Advising on discipline, leave and work/life programs.
