The position serves as Management Analyst (Project Manager) within the Veterans Health Administration (VHA) Center for Care and Payment Innovation (CCPI). CCPI is located within the Office of Healthcare Innovation and Learning (OHIL), a core component of the Discovery, Education, and Affiliate Networks (DEAN).
Duties
Responsible for oversight of all functions related to assigned project areas. This includes technical delivery, project ownership, accountability, and long-range strategic planning.
Develops, maintains, and reports project plans in support of project priorities and requirements determined by VHA leadership and assigned by supervisor.
Determines reviews and monitors resource requirements and schedules for the project team.
Performs organizational analysis for key VA or VHA programs or specific national projects.
Performs special projects of an analytical, evaluative, technical and/or developmental nature for which there are often no established processes or methods.
Evaluates information and makes recommendations for effective organizational changes.
Facilitates many small tasks, up to hundreds in concurrence, and ensures they are all closed out successfully. Maintains a list of issues to be presented to leaders for resolution.
Demonstrates understanding of office goals and objectives and balances prioritization of tasks accordingly.
Meets organizational objectives and customer needs while enhancing teamwork and improving the project's overall performance.
Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

All applicants MUST meet the following Individual Occupational Requirements:
Undergraduate and Graduate Education (Transcript Required): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR Specialized Experience: you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Individual Occupational Requirements, you MUST also meet the specialized experience requirements.
GS13 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health System Specialist, GS-0671-13 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service to qualify at the GS-13.
Examples of specialized experience would typically include, but are not limited to:
1. Performs work related to developing and monitoring quality of programs, plans, procedures, and methodologies; and/or analyzing initiatives and processes.
2. Coordinates multiple, high-level, and geographically distributed pilot projects, from the inception of the project selection process to project close out, to ensure their success.
3. Oversees all functions related to assigned project areas and manages full spectrum of project life cycle tasks. This includes technical delivery, project ownership, customer and stakeholder engagement, accountability, and long-range strategic planning.
4. Performs special projects of an analytical, evaluative, technical and/or developmental nature for which there are often no established processes or methods.
5. Ensures accuracy and quality of information delivered in all formats (written, verbal, etc.).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
