This position is part of the Western Area Power Administration. As a Public Utilities Specialist (Contracts and Energy Services), you will serve as a principal expert/project manager for developing and negotiating unique/complex multi-functional contracts.
**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**

As a Public Utilities Specialist (Contracts and Energy Services), some of your duties will include:
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below:
Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (5) duties listed below:
Develop, modify, and/or implement contracts or agreements related to power marketing and energy services programs and initiatives within the utility industry;
Prepare and/or present reports or presentations to stakeholders designed to support or change current policy;
Develop and/or implement programs such as energy services, power and transmission contracts, and/or power management and energy services policies;
Utilize power management policies and practices, the structure of the electric utility industry, or the contractual relationships with customers to discuss policy issues with various stakeholders;
Evaluate studies, system specifications, and/or technical reports involving marketing criteria, electric transmission systems, integrated resource planning and/or utility economics.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
