As a Public Utilities Specialist, Load and Resource Manager, you will be responsible for the marketing of power and for the portfolio management for Desert Southwest Region's (DSW) customer accounts and Federal Projects. The incumbent serves as an account representative for customers, customer groupings, and Federal Projects.
This is not a remote position. Location negotiable upon selection for the following locations listed.
Duties
As a Public Utilities Specialist Load and Resource Portfolio Manager, you will:
Be responsible for the marketing of power and for the portfolio management for Desert Southwest Region's (DSW) customer accounts and Federal Projects.
Serve as an account representative for customers, customer groupings, and Federal Projects and is responsible for ensuring the loads and resources in the customer portfolio are monitored, and a balanced portfolio is establishing by purchasing or selling power on the customer's behalf, and providing that service with the least financial impact to the customer.
Oversee the making of sales and purchases needed to ensure the reliability of the balancing area. The incumbent is responsible to oversee or perform the scheduling of generation and interchange energy, and the final accounting, billing, and reporting related to power contracts administered by the Desert Southwest Regional Office.
Provide technical guidance and direction to other Public Utility Specialists and other EMMO personnel.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (AD-4 or GS-12) in the Federal service. Specialized experience for this position is defined as progressively responsible experience listed in two or more of the following listed below:
Energy Pre-Scheduling experience including extensive knowledge of power scheduling and power contracts; or
Experience with economic dispatch of power resources, electrical load forecasting, power portfolio balancing, and power purchase strategies; or
Experience with researching and reserving transmission using OASIS, tracking, submitting, and analyzing e-Tags via the OATI webTrader Power Trading and Scheduling tool or similar tool; or
Extensive experience in energy accounting procedures, statistics, or economics related to power scheduling, rates or billing.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
