This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Senior Engineering Technician in the Detroit Project Office, at Historic Fort Wayne. Works independently under the broad supervision of the Chief of Operations receiving assignments in terms of broad objectives.

Duties

Trains and oversees junior graded Engineering Technicians on the processing of hydrographic and topographic survey data. Develops and updates project office specific Standard Operating Procedures (SOPs) and assists the District’s Aircrew Training Program Manager (ATPM) in developing and updating required District products to meet evolving enterprise requirements. Works with engineering technicians, pilots, small craft operators, maintenance employees, and Safety and Occupational Health Specialists to develop Activity Hazard Analysis. Leads annual small craft inspections and develops plans and procedures to abate deficiencies annotated. Provides comprehensive management advisory and technical services within the Project Office’s area of responsibility. Is the primary Project Development Team (PDT) participant for the field operations office during development of projects from budgeting, pre-design, design, and through construction. Assists with scheduling dredge surveys, coordinates deliverables to assist the construction team with contract administration, and volume calculations, contractor survey interpretation, and SME reviews of survey equipment submittals. Responsible for Global Position System (GPS)on barges and work platforms as well as cranes, excavators, and other equipment engaged in navigation channel and structure maintenance and repair. Actively participates as the US Army Corps of Engineers representative, with other Federal, State, and local agencies, in responses to marine events in the Great Lakes shipping lanes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Temporary Duty Travel (TDY) at least 25% of the duty time.
  • Position requires a pre-employment physical exam due to the physical requirements of the position.
  • This position requires the incumbent to lift and carry materials weighing up to 50 pounds.
  • Position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.

To qualify for the position, your resume must reflect: GS-12 Specialized Experience:I have one year of specialized experience equivalent to the GS-11 grade level in the Federal Service which includes, processing hydrographic and topographic survey data to establish or compute parameters for use in making engineering computations associated with yardage estimates, shoaling rates, cross sections, and other related engineering functions to include developing schedules and budgets for survey equipment and instrument procurement based on typical life cycles and advances in technology, overseeing group survey equipment, ensuring calibrations are scheduled and completed around work requirements.
