This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Engineering Technician (Civil) developmental position to the Full Performance of GS-11. This position is located in the Engineering and Construction Division, Design Branch, Detroit Michigan.

Duties

Develop preliminary and final details of drawings, and all or portions of design analysis for a variety of civil work engineering features such as navigation structure, flood control structure, ecosystem restoration, and emergency operation projects. Prepare preliminary and final input to planning reports, design documentation reports, contract drawings, as-built drawings and OM manuals Prepare three-dimensional digital terrain models from survey data downloaded from data collectors or from digital surveys. Prepare survey request for civil works and environmental restoration projects. Contact project managers and others outside Design Branch to obtain needed technical and scheduling information and to plan and coordinate work efforts. Perform technical and design assignments using CADD and civil engineering design software package. Assist in developing and maintaining general engineering CADD standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Selection will be made from GS-07, GS-08, GS-09, 10 and 11. GS-07: Specialized Experience: One year of specialized experience which includes developing Computer Aided Design and Drafting (CADD) deliverables; assisting with the creation of drawings and making modifications to features for various Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education (18 semester hours) in an appropriate field of study of architectural, construction, engineering or industrial technology, physics, design, drafting, surveying, physical science or mathematics. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement:In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Experience and Education:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. GS-08: Specialized Experience: One year of specialized experience which includes completing technical and design assignments using Computer Aided Design and Drafting (CADD); understanding how survey and engineering data and drawings are developed and their application as related to construction; making modifications to features for various projects; prepares quantity estimates, and shares responsibility for technical accuracy of calculations and project features. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successfully completed one and a half years of graduate level education (27 semester hours) in an appropriate field of study of architectural, construction, engineering or industrial technology, physics, drafting, design, surveying, physical science or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09: Specialized Experience: One year of specialized experience which includes drawing preparation utilizing Computer Aided Design and Drafting (CADD); utilizing more advanced CADD applications and Digital Terrain Modeling (DTM) features, as well as surveying, civil engineering and drafting standards to complete and/or analyze design analysis, drawings, and quantity estimates; preparing preliminary and final input to planning reports, design documentation reports, contract drawings, as-built drawings and O&M manuals; identifying technical, civil/site design, and survey problems inherent in the assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Successfully completed Master's degree or two years of graduate education (at least 36 semester hours) in an appropriate field of study of engineering, architectural, construction, engineering or industrial technology, physics, drafting, design, surveying, physical science or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-10: Specialized Experience: One year of specialized experience which includes preparing preliminary and final input to planning reports, design documentation reports, contract drawings, as-built drawings and O&M manuals; developing preliminary and final details of drawings, and all or portions of design analysis for a variety of civil work of engineering features for navigation, flood control, ecosystem restoration, and emergency operation projects; performing technical and design assignments using Computer Aided Design and Drafting (CADD) and civil engineering design software package. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-11: Specialized Experience: One year of specialized experience which includes providing designs of intricate and complex systems includes grading and alignment of levees, channels, roads, erosion and sediment control features, wetland mitigation, stream bank restoration; preparing three-dimensional digital terrain models from survey data downloaded from data collectors or from digital surveys.; and expert knowledge of Computer Aided Design and Drafting (CADD) systems operation and maintenance requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-10 through GS-11 grade levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
