This position is part of the National Nuclear Security Administration (NNSA), Office of Mission Operations (OMO), Operations Division (OD), Operational Requirements Branch (ORB). As a Transportation Management Specialist in the Office of Secure Transportation (OST), you will serve as a recognized authority within the Office of Secure Transportation and will be responsible for managing the movement, distribution, and safety for secure transportation of DOE/NNSA & DOE nuclear weapons.

Duties

This is a secondary position the incumbent is responsible for proving technically authoritative guidance and advice in implementing major segment of national transportation program within the Office of Secure Transportation. Incumbent duties will include but not be limited to: Interpretating and implementing of general transportation policy in direct support of the National Nuclear Security Administrations Transportation Safeguards System (TSS). Planning and coordinating schedule resources to ensure that effective utilization of all available assets is integrated into cohesive and effective operation plan. Advising and recommending solutions to critical mission operations to ensure the safety and secure transportation of hazardous and non-hazardous material. Conducting and analyzing procedural requirements to ensure maximum safety of hazardous cargo during transportation to operational sites. Provides informational briefings and presents analysis and proposals to the Division Director, Office Manager and Senior Staff.

SPECIALIZED EXPERIENCE REQUIREMENTS To meet the basic qualifications requirements at the NQ-03 level (GS-13 - GS-14), this is a secondary position, you must have one-year specialized experience equivalent in responsibility and scope of the NQ-02 pay band or GS-12 level specialized experience in analyzing and resolving critical transportation problems, providing and advising interagency policy guidance on transportation activities, in-depth knowledge on Nuclear Materials Courier and Transportation Safeguard Systems. Examples of Specialized Experience: Providing authoritative transportation management expertise and support to Command level and OST management. Coordinating operations involving the safe and secure transportation across the United States of special nuclear materials, weapons and weapons components, and test/training components. The use and application of modern instructional systems design methodology. Experience in coordination, analyzing, and editing input from subject matter experts, project managers, and staff for development of detailed project plans and associated budget estimates related to TSS operations and NMC training. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
