This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Federal Coordinated Health Care Office, Models, Demonstrations, and Analysis Group or the Program Alignment Group.
As a Health Insurance Specialist, GS-0107-13, you will serve as an expert in the development, evaluation, and implementation of policies and/or demonstration programs related to dual eligibles and/or other policy areas.
Duties
Lead and/or conduct analyses and special studies of policy issues and topics related to dual eligible individuals for both Medicare and Medicaid.
Research background information, the origin of laws or legislative proposals, and the intended impact in order to make effective policy recommendations.
Serve as the project lead for assigned states and/or integrated care models designed to improve care, quality, and cost for Medicare-Medicaid enrollees.
Lead all aspects of project management, including policy development, monitoring and oversight of the integrated care programs for assigned states and models.
Develop, recommend, prepare, and present clear and concise written analyses of integrated care programs identifying and prioritizing issues of importance to CMS and HHS.
Consider the impact of all policy decisions on dual eligible individuals, prioritizing options and activities that promote quality of life, independence in the community, and positive health outcomes.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Analyzing and interpreting Medicare or Medicaid laws, regulations, and policies and using that analysis to inform policy and/or operational guidance;
Developing and presenting recommendations for policy or operational improvements to the Medicare or Medicaid programs; AND
Coordinating projects or studies of technical nature on Medicare or Medicaid programs or policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
