Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
The position is in the Export Import (EXIM) Bank of the United States, Office of the Chief Management Officer, Administrative Services Division (ASD), Security Services (SS). The Security Services has responsibility for organizing, directing, and administering effective security programs and policy review for EXIM.
The incumbent serves as a senior Security Specialist and Emergency Management expert for SS to ensure the overall safety of all EXIM headquarters and regional employees. The incumbent oversees, leads, implements, and integrates a wide range of critical security support functions for the Bank, including the administration of the EXIM's Security and Continuity of Operations (COOP) and Emergency Management Preparedness Program, personnel security, and physical security, policies, and program.
Duties include, but are not limited to:
Overseeing, leading, implementing, and integrating a wide range of critical security support functions for the Bank, including the administration of the EXIM's Security and Continuity of Operations (COOP) and Emergency Management Preparedness Program, personnel security, and physical security, policies, and program.
Performing the full range of personnel security functions for the Export Import Bank of the United States, and manage the security clearance adjudication program for the agency, including applicants, political appointees, senior officials, foreign service officers, general schedule employees, contractors, expert consultants, and others.
Developing physical security policy and design, develop, evaluate, and install protection systems and devices as needed.
Evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security projects and initiatives.
Developing and implementing policies and procedures for EXIM's personnel security program.
Soliciting reviews, and analyzing classified intelligence and sensitive, but unclassified competitive intelligence on matters related to the Program.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience managing the development and implementation of security policy, standards, and guidelines (e.g. personnel, physical, information and communication); AND
Experience overseeing security programs for operations related to physical, information, communication, or personnel security; AND
Experience leading occupant emergency and preparedness projects or programs including establishing procedures for shelter-in-place, emergency evacuation, and/or preparedness drills for emergency situation.
Education cannot be substituted for experience at the GS-14 grade level.
