This position is in the immediate Office of the Under Secretary (OUS), located in Washington, DC. OUS assists the Secretary in the discharge of Secretarial duties and responsibilities, focusing primarily on higher education issues. The Under Secretary plays a pivotal role in coordinating policies, programs, and activities related to vocational and adult education, postsecondary education, and student financial assistance.

Qualifications
Minimum Qualification Requirements:
You may meet the minimum qualifications for the GS-13, if you possess the specialized experience and education listed in the Education Requirements below. Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience developing research studies and conducting quantitative analyses of economic principles related to education. 2. Experience providing analytical data assessments and recommendations to senior leaders through oral and written communication. 3. Experience developing reports based on research and presenting findings to leadership. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Skills in quantitative methods to conduct research and apply insight to policy recommendations.2. Knowledge of various economic research principles and methods to provide advice and develop new approaches3. Knowledge of higher education and student loan issues that allows for the development of research studies and methodologies.
Education

Economist 0110
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
