This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Duties performed at the worker level are pipefitter, plumber and welder.
Repairs and replaces traps, defective faucets and flushometers, sections of defective tile or pipe, and leaky drains.
Performs plumbing work that involves removing, cleaning, replacing, and sealing defective parts and small sections of water, sewage, and similar utility system
Layout and cut pipe as instructed.
Performs standard, previously done welding operations using a variety of electric resistance welding methods or one or more manual welding processes to join common metals and cut various metals using gas burning or electric arc equipment.
Drives one or more types of light trucks, such as pickup trucks, panel trucks, and flatbed trucks to transport supplies, materials, and equipment.

- This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent to obtain and maintain Backflow certification for the state of Maryland within 6 months of onboarding.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker (MVO) ~ without more than normal supervision. Perform common layout, pipe cutting, plumbing, and welding duties as instructed by Journey Level mechanics. I can operate a service truck/utility vehicle. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Employee frequently works from stands and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in awkward and cramped positions when welding in hard-to-reach or confined spaces. Frequently handles objects weighing up to 45 pounds and over 45 pounds with assistance. May be required to exert very heavy physical effort, lifting and carrying heavy objects weighing over 50 pounds (23 kilograms); operating power equipment and tools.
WORKING CONDITIONS: Employee works both inside and outside, sometimes in bad weather, in hard to reach places, and in areas that are noisy, dirty, greasy, smoky, exposed to temperature extremes, drafts, dust, and dirt. Worker may be exposed to fumes, heat, flying sparks, the glare of torches, and heated materials; possibility of eye injury, electric shock, broken bones, and the chance of cuts when working with sharp objects. There may be discomfort when wearing protective clothing, safety shoes, gloves, and flash shield or eye goggles, and other equipment as required. Work requires the employee to follow proper safety procedures and use standard safety equipment.
