This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Systems Migration and Services Division. The incumbent will be responsible for providing integration with a variety of systems within the Department of Interior (DOI) and other agencies, involving identifying, analyzing, converting, implementing, monitoring, testing, evaluating, and assessing client data for inclusion in IBC Systems' structures.
Duties
Defines project goals, objectives, constraints, priorities, deadlines, and milestones for assigned component of the project
Analyzes the client's HR data to determine best approach for conversion and how to handle client unique requirements
Recommends best business practices, reporting methodologies, and security procedures to streamline client processes
Monitors, controls, negotiate changes to, and adjust project schedules; and resolves conflicts that impede progress
Qualifications
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Inputting and coding personnel and/or pay information into an HR and payroll system to process personnel and/or pay actions; researching and resolving system and data errors; and using office applications PowerPoint, Word, Access, and Excel;
OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: human resources management, business administration, or similarly related fields of education;
OR
C. A Combination of education and experience as list above.
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Processing a variety of personnel and/or payroll actions; independently researching and assisting in resolving system and data errors; participating on a project team involving human resources operational and/or payroll process changes; and improvements and running, analyzing, and comparing reports to validate incoming data;
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields: human resources management, business administration, or similarly related fields of education.;
OR
C. A Combination of education and experience as list above.
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Knowledge of personnel and/or pay processing, policy and procedures to support data migration and/or system implementations relating to personnel and/or pay procedures; personnel and/or pay data relating to system analysis sufficient to contribute in development, and implementation; devising alternative methods for complying with regulatory and/or user requirements, assisting in evaluating each method considering its benefits, limitations, and cost of implementation; assist with developing plans and specifications describing the input, basic decision logic (rules) for the programs involved, and output reports.
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Experience with personnel and/or pay processing, policy and procedures to support data migration and/or system implementations relating to personnel and/or pay procedures; experience with system analysis and functional design techniques sufficient to design, develop, and implement; devising alternative methods for complying with a regulatory or user requirements, evaluating each method considering its benefits, limitations, and cost of implementation in terms of time, money, and human resources; implementing the methods which best meet the total requirements; developing plans and specifications describing the input, basic decision logic (rules) for the programs involved, and output reports; planning and developing test data and conditions required to test the new functions, and thoroughly analyzing the results prior to approval of implementation.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
