The incumbent facilities and supports the Chief, Transplant Service and the Directors of the bone marrow, cardiac, liver, and renal programs, attending physicians, clinical coordinators, social workers, and administrative personnel assigned to these programs. The incumbent will represent and/or advise the Chief, Transplant Service and the Program Directors on administrative issues concerning the transplant programs and TVHS.
Duties
The Transplant Administrative Officer (AO) coordinates and integrates policies, procedures, and programs with other medical center services, Vanderbilt University Medical Center, other VA Medical Centers and VA Central Office (VACO). The AO is involved in developing analyzing, evaluating, advising on or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, information and documentation systems. The core duties of this position include but are not limited to:
Serves as the contact person for the National VA Transplant referral system. Oversees all administrative management of all patients referred to this facility seeking care.
Assists in the evaluation and planning activities of Transplant as it relates to policy, plans, and objectives established by the Department of Veterans Affairs.
Supervises the day-to-day activities of the administrative support personnel and administrative leadership to the physicians within the Service.
Responsible for proper utilization of resources by collecting data which will support recommendations concerning space, personnel, equipment, and workload.
Administers all Human Resource activities.
Maintains all Medical Center policies and VACO directives related to transplantation and organ donation.
Assess Medical Center compliance with The Joint Commission standards as it relates to transplant and donation of organ and tissues.
Responsible for administrative matters relative to travel, authorized absences, honorariums, and conflicts of interest.
Work Schedule: Monday - Friday | 8:00 AM - 4:30 PM CST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.
In addition to the Time-in-Grade Requirement, applicants must also possess the Specialized Experience as described below.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Providing primary staff support to upper management in a hospital or medical office setting by formulating and participating in the development of management policies, programs and operations.
Coordinating special systematic reviews, internal management reporting programs, and other assigned projects.
Supporting the overall operation and management of the assigned clinical operational issues by developing methodologies to assess the functions of assigned areas and assist management in problem identification of various services and components.
Planning, organizing, and implementing long-term strategic criteria, goals, and initiatives for a VA Healthcare System. Experience working with executive leadership to achieve the above.
Conducting Human Resources (HR) personnel actions, hiring, recruitment, onboarding, credentialing, privileges, fee basis, part-time provider contracts, pay standards, manpower utilization.
Exhibiting proficiency in computer skills, technology, and document creation through Microsoft Office suite applications.
Formatting executive correspondence and displaying expert knowledge of grammar, spelling, and punctuation.
**The preferred candidate would possess experience as a COR I or COR II.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. COMBINATION: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. (Transcript MUST be provided)

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
PHYSICAL REQUIREMENTS: The work is primarily sedentary. However, there may be some walking, standing, bending, carrying of light items such as papers or books. The incumbent is required to sit at a computer monitor for long periods of time and be able to function at a high level of efficiency, accuracy, and effectiveness in this very sensitive position. The position may require flexible duty hours to accomplish program objectives.
