The incumbent serves in the capacity of Administrative Officer for Engineering Service in Tennessee Valley Healthcare System. The incumbent performs administrative work in budget and financial management; personnel management/administration; procurement and contracting; property management; and supplies management. The Administrative Officer provides administrative and technical supervision to Administrative Staff within the service located at the Nashville and Murfreesboro campuses.
Duties
Tasks involve budget formulation, analysis and approval of daily expenditures; work methods and procedures; management controls; manpower utilization and organization; information and documentation systems; operating programs and effectiveness. The incumbent provides oversight on all accreditation and regulatory issues affecting Engineering Service. The incumbent may be designated to represent the Chief Engineer at meetings and conferences.
Major Duties:
Manages budget formulation and execution for an unstable budget that involves Engineering programs and administrative recurring expenses.
Advises the Chief Engineer, fourteen (14) supervisors on two campuses, regarding the status and availability of funds in the various accounts.
Monitors the expenditures of the Nonrecurring Maintenance Project Program, Minor and Minor Miscellaneous Projects and Major Construction Projects.
Reviews the budgetary process and devises and recommends procedures to be implemented within the service and with affected services (A&MM Service and Fiscal Service) due to changing demand for services and supplies, cost effectiveness, work processes and staffing.
Serves as the Control Point Official on all fund Control points and as approving official on IMPAC purchase cards assigned to the service.
Develops and maintains reporting systems which are inter-related such as Quality Assurance Program for Engineering Service.
Analyzes and reviews documentation, performs analysis of workloads within all sections of Engineering Service, and assists the Chief Engineer in preparation of Management Briefing Reports.
Serves as primary liaison with the Human Resources Management Office.
Serves as the Automated Data Processing Application Coordinator(ADPAC) for Engineering Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as Coordinating and monitoring administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services and document control (to include: balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary action); Plan, organize, coordinate, and make recommendations for projects; preparing letters, reports and presentations and handling contract related services and experience with process improvement.

Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required. Incumbent may be required to travel to the various campuses of the TVHS.
Work Environment: The incumbent normally works in an environment free of any exposure to disease or the elements. On occasion, incumbent will be working in areas of the medical center where exposure to disease is possible. Very rarely would the incumbent be required to spend any appreciable time in hot, cold, dusty or windy locations.
