Duties
The primary purpose of this position is: Global Force Management (GFM) Planning Specialist for both NORAD and USNORTHCOM (N&NC) J3s. Manages the allocation, assignment and apportionment of forces and capabilities while performing Homeland Defense (HD), Defense Support of Civil Authorities (DSCA), and Defense Chemical Biological Radiological Nuclear Response Force (DCRF) missions supporting operations and exercises.
Duties:
Program manager for annual enduring rotational force allocations supporting operational force requirements and the Global Force Management Allocation Plan (GFMAP) policies and procedures for conventional Joint Military Operations.
Conducts current FY GFMAP integrations of JCS force requirement allocation policies and procedures necessary to conduct operations for the entire range of conventional Joint Military Operations.
Provides technical support and direct-action responses to Force Sufficiency and rapidly emergent operational taskings from the Office of the Secretary of Defense (OSD), the Chairman of the Joint Chiefs of Staff (CJCS), USNORTHCOM Commander, and the Director of Operations concerning U.S. Military Forces assigned and allocated to N&NC.
Information technology authority for applications relating to GFM Automated Data Processing (ADP) Tools and the TTPs with focuses on current GFM IT integration to the Joint Planning Execution Services (JPES).

- This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
- Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center- North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
This position may be required to deploy to non-combat locations. Incumbent may be required to undergo a medical evaluation prior to deploying to assess the risk of injury or illness, or if any existing condition is likely to significantly worsen in the deployed environment. The incumbent must report any significant health conditions and changes in health status and/or medication requirements to their supervisor. This is not a pre-employment requirement.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the Department of Defense (DoD), Joint Chiefs of Staff (JCS) and Service organizational structures and command relationships; and knowledge of U.S. National Policy (National Security Strategy, National Defense Strategy, National Military Strategy , Unified Command Plan, Guidance for the Employment of the Force, Joint Strategic Capabilities Plan, Guidance for the Development of the Force, Global Force Management Allocation Plan, Global Force Management Implementation Guidance and other applicable national plans and policy documents) as well as regional security issues and an understanding of the regional military forces capabilities and functions to develop operations orders and crisis action plans; this includes an expert knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, and other missions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD military command structure, mission, and relationship factors to make recommendations that influences the development, interpretation, and execution of DoD operations and exercise planning.
Knowledge of the roles and organization of the Joint Services and DoD agencies as they apply to crises and consequence management. Knowledge of DoD security policies and procedures.
Knowledge of U.S. National Policy (National Security Strategy, National Defense Strategy, National Military Strategy , Unified Command Plan, Guidance for the Employment of the Force, Joint Strategic Capabilities Plan, Guidance for the Development of the Force, Global Force Management Allocation Plan, Global Force Management Implementation Guidance and other applicable national plans and policy documents) as well as regional security issues and an understanding of the regional military forces capabilities and functions to develop operations orders and crisis action plans; this includes an expert knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, and other missions.
Knowledge of policy, procedures, processes, and information flow associated with joint command and control operation planning and execution systems.
Knowledge of joint and Service exercises and operations planning, budgeting, evaluations processes, management procedures, software, and hardware for GFM and JOPES to serve the USNORTHCOM staff.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
