Duties
This Staff Assistant position is located in Legislative Affairs, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Demonstrates knowledge and independence performing activities related to records management. Manages congressional correspondence and administrative records including filing, maintaining, and archiving. Creates, updates, and retrieves records and information from various databases and applications including, but not limited to SalesForce, Excel, WebTA, SharePoint and PowerApps.
Adapts administrative procedures and practices to address routine situations that require a unique approach to standard administrative processes only after receiving guidance from the supervisor.
Uses advanced knowledge and experience to research and analyze information gathered from a wide variety of sources regarding matters of interest to the AA and DAA. Research involves the review and analysis of laws, regulations, policies, procedures, and past practices as well as current issues and topics pertaining to ongoing Transportation Security Administration (TSA) initiatives.
Supports coordination of all correspondence and documents received and determines the appropriate routing, review, and approval to ensure matters are addressed consistently, in accordance with TSA policy and management directives, and are processed in a timely manner.
Gathers information and prepares or reviews correspondence responding to congressional inquiries following established procedures ensuring that correspondence is responsive, factual and properly developed.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band, (F Band), performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-F Pay Band (equivalent to GS-5,7,9), you must meet one of the qualification requirements (A, B, OR C) outlined below.
Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one year of which was equivalent to at least the SV-E Pay Band or GS-4 in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the ability to:
Experience performing administrative activities including record keeping; correspondence management; creating and updating reports.
Experience interpreting, reviewing and applying policies and procedures to administrative aspects of the program office.
Experience with written and oral communication including conducting presentations and providing correspondence.
OR
Education: Bachelor's or higher-level degree in any field from an accredited college or university.
OR
Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentage must equal at least 100 percent to qualify for the position.
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-5/7/9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Experience assisting with policy recommendations and presenting the recommendations orally/written to leadership.
Experience researching congressional requests and legal records to collect data for special projects.
OR Ph.D. or equivalent doctoral degree.
OR 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M if related.

Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentage must equal at least 100 percent.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
