This position is in a National Program Office. The Office of Suicide Prevention (OSP) functions under the overarching direction of the Executive Director of Suicide Prevention in the Office of the Assistant Under Secretary of Health for Clinical Services. OSP is comprised of the Suicide Prevention Program and Veterans Crisis Line (VCL).
Duties

Duties include but are not limited to:
Directs and monitors all actions related to planning and conducting periodic compliance and internal control assessments and/or reviews, and risk assessments inherent to OSP's organization and program missions.
Plans, develops, implements, assesses, and reviews OSP's compliance and internal control program.
Conducts program evaluations to ensure compliance with applicable laws, policies, and regulations, and alleviate identified problems
Explains and defines program objectives; provides technical guidance to operating elements involved in OSP, as well as local and state agencies concerned with VA policies and procedures; to evaluate and initiate corrective actions to eliminate deficiencies observed during reviews or exercises and those resulting from external audits, assessments and/or reviews; to influence, guide, and assist officials in developing and implementing a viable and effective integrated corrective action program.
Plans, conducts, or participates in special studies on task forces and aids OSP management.
Participates in evaluating and reviewing organizations, programs, activities, and functions to assess compliance with laws, policies, regulations, and contract provisions; effectiveness of internal controls; and the efficiency, and effectiveness of operating programs.
Identifies deficiencies, solves problems, and makes recommendations to optimize balance between program requirements.
Performs fact finding and data gathering activities in the performance of evaluations. These activities include conducting or participating in interviews of agency employees; conducting surety and management control related assessments; and gathering results/data from previous external audits, internal assessments, or reviews.
Maintains files on related data and applies analytical methods to the available files to determine trends, patterns, and irregularities, researching applicable Standard Operating Procedures (SOP), directives, regulations, and laws that pertain to the activity or program being evaluated.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Thorough knowledge of the range of laws, regulations, principles, and methods applicable to OSP programs sufficient to provide authoritative advice and develop new approaches.
Knowledge of program objectives and requirements sufficient to resolve controversial disputes, address problems not susceptible to resolution by existing methods, and develop alternative approaches.
Skill in oral and written communications sufficient to advise and consult with a variety of organization management, present findings, and recommendations, negotiate agreements, and secure cooperation.
Comprehensive knowledge of compliance, risk management and internal control laws, policies, and regulations as well as auditing principles, practices, methods, and procedures.
Expert knowledge in developing and applying auditing techniques and methodology or skilled in planning and executing audits of programs or diversified activities. .
