The primary purpose of this position is to serve as Senior Community Planner, consultant, and technical expert in the
methods and practices of base comprehensive planning, and to lead the way in advancing planning excellence across the Air
Force.
Duties
Serves as expert consultant, program manager, and Air Force point of contact for a complete program related to
the formulation of Air Force planning policy and development of guidance in the area of installation comprehensive
planning, and the promotion of planning excellence for the Air Force worldwide
Influences Base Comprehensive Planning (BCP) excellence throughout the Air Force by formulating policy, developing principles, defining standards, and establishing planning processes
Serves as the Air Force's consultant on planning matters related to new missions and major realignments, and provides expert consultation to Air Force agencies on high-interest and controversial planning issues which affect future operational and support capabilities
Serves as the Air Force's principal authority on the BCP program development and implementation, and plans/implements programs for the professional development of both military and civilian personnel in the community planning discipline Air Force-wide.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience applying community planning philosophies (e.g. architecture, landscape architecture, surveying and civil engineering) sufficient to conceptualize, visualize and communicate the functional requirements and characteristics of all types of community planning efforts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of advanced concepts, principles, and practices of base comprehensive planning (BCP) programs
Ability to effectively integrate and coordinate the work of other professional disciplines such as architecture, landscape architecture and civil engineering, as they relate to the overall planning effort
Knowledge and skill to review and evaluate the work of professional at the MAJCOM level and higher
Knowledge and skill to communicate with diverse and sometimes hostile groups
Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely, effective and economical solutions
Knowledge of research methodolgies, including computer-assisted technologies, related to community planning concepts, Federal, State, and local regulations and policy, and environmental law.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
