The primary purpose of this position is to setve as a first.level supetvisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Regional Planning Branch (CIPR).
Duties
1. Plans, organizes, and directs the activities of Regional Planning Branch, ensuring that work complies with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents the Planning and Integration Directorate and the Comprehensive Planning Division with a variety of installation and functional area organizations.
4. Balances the interest of a variety of clients, both internal and external to the organization, the AF, DoD, and outside agencies to achieve mission goals and objectives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes that I meet the basic education requirements for the GS-0020-14 and I have or will have within 120 days of this announcement closing one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience includes implementing engineering principles, practices, procedures, laws, regulations and current legislative issues pertaining to project/program management, execution, training and advisory services in engineering and construction, acquisition, environment and contract management; safety and security regulations, practices and procedures; ability to interpret and implement engineering and planning programs; sound programming business practices; federal responsibilities; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS) as relates to assigned program.

EDUCATION: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of the Installation Planning Branch including project development and execution, training, and advisory services.
2. Knowledge of concepts, theories, policies, and procedures of one or more of the following professional fields: a) Community Planning including land use planning, compatible development, noise analysis and Air Installation Compatible Use Zones. b) Environmental, Civil, Mechanical, Electrical, Fire Protection, or General Engineering. c) Architectural, or Architectural Engineering d) Biological Science, or Physical Science.
3. Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Skill in evaluating and coordinating work, and reviewing technical reports.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
7. Ability to communicate effectively, both orally and in writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
