This position is located within the Veterans Experience Office (VEO), Chief of Staff Office. The incumbent serves as a Action Officer for coordinating and completing staff actions, prepares briefings, white papers and other materials for the Chief Veterans Experience Officer (CVEO); Deputy CVEO and Chief of Staff. Writes and analyzes reports and provides executive summaries to executive leaders and senior staff.

Duties

This vacancy will close on the posted closing date OR at 11:59 p.m. EST on the day in which 50 applications are received, whichever comes first. Duties include but are not limited to: Manages and controls staff actions and suspense control system (VAIQ). Develops and implements internal controls and procedures for the management and control of staff actions and documents that emanates throughout VEO as well as internal and external partners. Provides leadership with periodic updates on the status of suspense actions within VEO. Provides analysis, coordination and disposition of tasker requests, receives incoming documents and inquiries requiring action. Determines responsible action division and establishes suspense for completion based upon existing workloads and time elements. Monitors suspense dates, coordinates late responses, receives and analyzes activity input, and identifies and resolves potential problem areas. Conducts analysis of past suspense actions. Designs and develops data in presentation format to provide the Chief Veterans Experience Officer, and other senior officials, with manageable, understandable, and usable information upon which to make informed decisions. Serves as the organization's primary interface for programs taskers from higher levels; oversees tasks and day-to-day operations of incoming and outgoing taskers within VEO involving the Office of the Secretary and other VACO Staff Offices as well as external organizations involved in major VEO programs and projects. Conducts detailed research, analysis and review in preparing staff actions and coordinating support from strategic partners. Ensures all recommendations are logical, accurate and complete, Writes and evaluates policies, directives and advises on actions necessary to establish the framework for VEO policy. Establishes internal routing procedures and guidance for the organization. Serves as the focal in management for the internal suspense system, contributes substantially to the interpretation and dissemination of administrative procedures and improvement of administrative operations, and develops and provides data in a wide variety of formats to fulfil the need for administrative information. Applies knowledge of the missions of VEO to ensure timely and accurate identification of directorate and staff responsibilities. Coordinate actions and information with higher, lateral and subordinate and other staff directorates at the all levels to included SES. Directs, coordinates, monitors, and evaluates significant projects and activities for various administrative program functions. Keeps the Chief Veterans Experience Officer and other top management officials abreast of the status and completion of tasks. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. EST Compressed/Flexible: Compressed schedule is not approved for the first 90 days, but may be discussed with the supervisor and addressed on an individual basis after that time. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-13 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with strategic partners to produce thorough staff activities through research, analysis, and evaluations. Generating thorough and precise recommendations that affect operational efficacy and long-term planning. creating internal controls and processes for handling staff actions and documents, writing and evaluating reports, and delivering executive summaries to senior leaders. Proficiency in overseeing internal suspense systems, enhancing administrative processes, and providing data in several formats to satisfy corporate requirements. drafting and assessing policies, making practical suggestions, and setting up organizational routing protocols. Tasker management expertise, including the ability to receive, organize, and handle incoming requests. Create and produce presentations that help senior decision-makers understand difficult data. overseeing, directing, and assessing major projects while making sure the leadership is updated on the progress and completion of each assignment. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level. GS-14 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience conducting research, analysis, and reviews to prepare comprehensive staff actions while coordinating with strategic partners. Developing accurate and complete recommendations that influence long-range planning and operational effectiveness. Writing and analyzing reports, providing executive summaries for senior leaders, and developing internal controls and procedures for managing staff actions and documents. Experience managing internal suspense systems, improving administrative operations, and delivering data in various formats to meet organizational needs. Writing and evaluating policies, providing actionable recommendations, and establishing organizational routing procedures. Experience in tasker management, including receiving, coordinating, and resolving incoming requests. Design and develop presentations that convey complex data in a usable format for senior decision-makers.
