The position reports to the Supervisory Program Analyst, VHA Enterprise Support Service and serves as a Career Field Specialist. The position works with Veterans Healthcare Administration, Healthcare Environment and Facilities Programs leadership, career field managers, and professionals; National Program Offices, Networks, and Department of Veterans Affairs, Medical Centers in support of HEFP Career Field Management. This vacancy may be filled in Washington, DC; or a location to be determined.

Duties

Engages mission partners across VHA as necessary to address and resolve scheduling conflicts, priorities, funding questions and other issues, with minimal guidance from management. Outlines and maintains a management plan for assigned career field programs. Employs project management tools and techniques to define and document key program actions, priorities, timelines, and milestones. Establishes processes to continuously assess the effectiveness and efficiency of career field development programs against the core competencies each program is meant to enhance. Collaborates and partners with VA and VHA functional program offices such as Workforce Management and Consulting, Healthcare Leadership Talent Institute, Technical Career Field (TCF) Program, Employee Education System, National Center for Organizational Development, VA Acquisition Academy, and the VA Learning University, in developing curriculum, selection/evaluation measures, and related materials. Conducts outreach to other VA and federal agencies (e.g., the Office of Personnel Management (OPM)), for insights and recommendations in structuring career field program's learning framework to maximize achievement of program goals. Works with VHA/HEFP Program Directors, Networks, and facilities, to develop program budget. Monitors spending and assure that federal guidelines are followed. Tracks and reports compliance with statutory and regulatory guidance and progress against the strategic plans, initiatives or direction from senior leadership and program oversight committees. Facilitates collection and analysis of quantitative and qualitative data, to include surveys, interviews, focus groups, performance measures and other techniques. Ensures program guidance and actions are thoroughly coordinated with appropriate offices throughout the country and receive the necessary concurrence from senior VHA leadership and program offices. Identifies internal and external dependencies and constraints impacting effective program execution. Coordinates and resolves complex logistical issues to maximize participation and minimize costs. Closely monitors program participation. Work Schedule: 8:00am-4:30pm, Monday - Friday Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50% within the local commuting distance from your Home of Record (generally defined as 50 miles) of your reporting duty station. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Environmental Programs/Management/Housekeeping/Interior Design - includes a wide range of high-level management activities in the areas of environmental sanitation, integrated pest control, textile care processing, textile management, interior design, waste management, and recycling. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Assisting with employee development, project and quality management, communications and have a working knowledge of healthcare environment and facilities professions; 2) Performing analytical, planning, evaluative, and advisory work; 3) Designing, evaluating, validating, and reporting measures that support continuous quality improvement and transparency; 4) Working with internal and external clients and customers assessing needs, providing information or assistance, resolving problems, or satisfying expectations. You will be rated on the following Competencies for this position: Customer Service Data Management Project Management Communication Preferred Experience: Experience and ability to perform work in one of the following functional areas: Healthcare Engineering - includes a wide range of high-level management activities in facility construction, design, planning, maintenance, operations, and/or roads and grounds oversight. Environmental Programs/Management/Housekeeping/Interior Design - includes a wide range of high-level management activities in the areas of environmental sanitation, integrated pest control, textile care processing, textile management, interior design, waste management, and recycling. Safety and Occupational Health - working within a healthcare environment performing employee occupational safety, fire protection, construction safety, industrial hygiene, green environmental management, safe patient handling, or infection prevention. Career Development - working in employee technical and professional development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary and involves the use of typical office equipment - telephones, copiers, personal computers, and fax machines. However, the work requires nationwide travel to attend meetings, coordinate program actions and, at times, to present briefings to large and small audiences.
