As a Business Specialist (Procurement) at the GS-1101-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for a variety of administrative and business management duties in support of the ORMO acquisition program, assisting with streamlining the organization's processes, improving upon the tracking system, and coordinating HI's acquisition program.
Duties
Regularly reviews HI’s contracts portfolio to conduct risk management as well as analyzing contract performance.
Provides contracting expertise to interpret and implement contracting policies and procedures to provide planning, programming, and sourcing guidance to ensure that customers’ needs comply with legal and regulatory requirements.
Researches, interprets, analyzes, and applies Federal acquisition guidelines, policies, regulations, etc.
Analyzes and advises on complex acquisition needs to identify significant strategy opportunities for consolidation, improved efficiencies and/or savings, identify and eliminate duplicated efforts.
Qualifications
For the GS 14: You must have one year (52 weeks) of specialized experience gained in the public or private sector at or equivalent to the GS-13 grade level or pay band in the Federal Service performing ALL of the following:
Serve as a technical expert on business process improvements;
Provide guidance on the acquisition process, the acquisition lifecycle, and associated legislative and regulatory requirements;
Develop and sustain procurement technical documents, AND
Ensure all contract documentation for contracts, pre-award, and post-award is complete and in compliance with regulatory requirements.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
