This position is located in The Division of Complex Institution Supervision and Resolution (CISR) and is serves as principal advisor and subject matter expert for the Resolution Transactions Section within the Resolution Readiness Branch. The duty location is determined upon selection. Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.

Duties

Manages or assists as subject matter expert in assigned high-Level projects, including those which are policy related, or related to financial institution closures. Responsible for coordinating with other divisions of FDIC to develop and ensure a consistent approach to resolution strategy, and supervision activity that affected by the insolvency of a large complex financial institutions (LCFI) and the credibility of identified steps to effect and orderly resolution. Develops and analyzes financial institution restructuring, bankruptcy, recapitalization, mergers and acquisitions, bridge entities and resolution strategies for the largest and most complex financial institutions. Develops resolution/recovery strategies including the description of corporate structures, main business lines, assets, liabilities, and contract obligations; identification of resolution impediments/mitigants; credit exposures; major counterparties; cross-border issues; funding; and other information required. The incumbent will provide support for the following functions: receivership appointment process coordination, bridge formation and P&A transactions, bridge governance, executive placement, oversight of restructuring requirements, franchise marketing, bridge bank exit transactions, and/or resolution framework development and maintenance for both Title II and FDIA resolutions. Prepares advanced analyses and special studies and evaluates the probable impact of alternative courses of action in large, unusual, or exceptionally difficult problems. Prepares horizontal analyses (across LCFIs) and vertical analyses (within the individual LCFI).

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-14 grade level or above in the Federal service.  Specialized experience is defined as: Analyzing, developing, or evaluating financial institution resolution plans or performing resolution analysis for a large financial institution (e.g. bank/bank holding company, insurance company, or broker-dealer) with assets in excess of $50 billion OR Analyzing the institution’s asset/liability balance sheet to determine appropriate transaction structure, and compiling and analyzing data pertaining to financial institution’s operations and bank asset valuation to execute corporate merger and acquisition, restructuring or capital raise transactions.
