As a Business Specialist (Procurement) at the GS-1101-13, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for variety of procurement assignments that are broadly defined by the Resources Management Officer and provides acquisition expertise and advice to staff to comply with procurement policy and regulations and to effectively execute procurement planning and offer innovative solutions.
Duties
Researches, interprets, analyzes, and applies Federal acquisition guidelines, policies, regulations, etc.
Assesses and revises internal policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of procurement activities.
Coordinates procurement activities across the division related to certifications, warrants, and communicating changes to statutes, regulations, policies, and
procedures.
Conducts reviews of contracts or contractual changes within predetermined categories based on dollar value, method of acquisition, and other factors.
Reviews for appropriate contract type, pricing provisions, acquisition method, determinations and findings, documentation, clarity of contract terms, propriety of
cited funds, and need for issuance of unpriced contractual documents.
Qualifications
For the GS 13: You must have one year (52 weeks) of specialized experience gained in the public or private sector at or equivalent to the GS-12 grade level or pay band in the Federal Service performing ALL of the following:
Serve as a technical expert on business process improvements;
Provide guidance on the acquisition process and the acquisition lifecycle; AND
Develop procurement technical documents.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
