Employee serves as Budget Analyst to the Director, Financial Management Service and is responsible for the effective planning, analysis, formulation, execution, and administration of funding for general operating expenses, policies, and special management studies as well as oversight for the formulation and fiduciary management of design and construction funding for the Department's major capital programs.
Duties
Major Duties (not limited to):
-Budge execution, budget formulation, and the administrative management of those funds for major construction appropriations
Formulates fiscal year budgetary needs for the departmental budget national major appropriation needs and compiles budget requests, including presentations and special briefings to be given to the Secretary, the Office of Management and Budget (OMB) and Congressional committees
-Consolidates budgetary needs and develops related supporting documentation and assists in the development of the general administration and/or major construction program operating plans
-Compiles data to formulate range forecasts for capital facilities funding needs and develops data on economic trends
-Compiles narratives and statistical material and prepares exhibits and related background information concerning the construction budget and programs for use in briefing top agency officials to appear before Congressional appropriations committees
-Monitors the execution of the approved operating plan to ensure that funds are properly allocated and tracks obligations, expenditures, and associated balances in a timely and effective manner
-Provides reports and analysis of obligations, expenditures, carry-over, and other fiscal data
-Executes funding to Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemetery Administration (NCA), and staff offices with the execution of Transfer of Disbursing Authority (TDA) and reviews of Monthly Performance Review (MPR) obligations for major funding
-Conducts reviews of line-item funding within the various appropriations. Reviews funding statements and contract/financial completion dates, analyzes trends and makes recommended adjustments such as redistribution of funds within line items in response to changes in programs and/or funds availability
-Monitors the contract administration process to include oversight of interests paid on funding for multi-million dollar projects
-Maintains contact with field based financial and engineering executives on major funding matters and oversees the expenditures of such funding nationwide
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this does not apply to you.) For this vacancy, applicants must have held grade GS-11 to be eligible for GS-12; held grade GS-12 to be eligible GS-13. You must have held these grades or higher for at least one year (52 weeks).
SF50 Requirements for Time-in-Grade:
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In most cases, we cannot verify time-in-grade based solely on your current grade and step. You may need to submit more than one SF50. Being above a Step 1 does not automatically mean the grade has been held 1 year.

You may qualify based on your experience as described below:
GS-12 grade level: To qualify for the GS-12 you must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
-Reviews funding levels with guidance from supervisor and prepares analysis and results for reports
-Performs reviews of financial information within the program for inclusion into reporting requirements
-Monitors the execution of the approved operating plan to ensure that funds are properly utilized
-Analyzes trends and makes recommended adjustments in response to changes in programs and/or funds availability
-Monitor unobligated balances, open obligations, and work in progress for budget management
-Review budget proposals for completeness, accuracy, and compliance
-Review Interagency Agreements (IAA's) and invoicing for accuracy for reimbursed and advanced funding
-Provides assistance in the preparation of budget charts for review by leadership for internal planning and Congressional Budgets
-Assists office in execution of funding provided to agencies and staff offices in alignment with appropriation law and authority granted
-Develop data on economic trends with guidance and input from division chiefs and departmental executives
- Assists in planning presentations and reports for monthly, quarterly, and annual reports and meetings
GS-13 grade level: To qualify for the GS-13 must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
-Conducts in-depth review in funding levels to provide analysis and results for executive reports
-Performs reviews of financial information within the program for inclusion into reporting requirements
-Monitors the execution of the approved operating plan to ensure that funds are properly utilized
-Analyzes trends and makes recommended adjustments in response to changes in programs and/or funds availability
-Monitor unobligated balances, open obligations, and work in progress for budget management
-Review budget proposals for completeness, accuracy, and compliance
-Review Interagency Agreements (IAA's) and invoicing for accuracy for reimbursed and advanced funding
-Prepare budget charts for review by leadership for internal planning and Congressional Budgets

Physical Requirements & Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
