Duties
As a Public Health Analyst (Policy) you will:
Performs analysis of public health legislation, regulations, executive directives, departmental policy issuances, as well as other influential statements of policy. Identifies specific concerns of importance to the organization. Engages in legislative tracking and analysis as well as other environmental scanning and policy research to identify public health policy recommendations, including interventions, which assist the organization in improving the public's health and meeting one or more of its short and long-term goals.
Applies agency, department, and/or government wide evaluation efforts to program activities. Assists in public health program evaluation and the measurement of program outcomes. At the supervisor's request, performs special projects to analyze and/or identify specific concerns or conditions of relevance and importance to the public health mission and activities of the organization. Reports to team leadership on evaluation activities which are tracked by program, agency, departmental, and administration leadership.
Develops the organization's goals management plan as well as short and long-range goals and objectives. Assists in developing new initiatives that contribute to improvements in public health as well as to the mission of the organization. Responsible for updating the organization's goals management plan to include new activities. Remains current and informed on issues, policies, and research findings relevant to public health, and uses this knowledge as a basis for translating science into program policy.
Works on coordinating budget formulation activities for the organization by working with contacts in the program, the organization's resource management office as well as with contacts outside the organization. Ensures that budget initiatives are consistent with the organization's and agency's priorities.
Develops timely and complete responses to DHHS and others, and ensures consistency with organization and DHHS policies. Assists in creating a variety of organization-wide reports for internal and external use including Congressional and Executive and other Administration level documents. Works with Program Office Directors and managers in achieving objectives and resolving sometimes complex problems that involve the media, the public, Congress or interest groups; or involve negotiation with other components or agencies of the DHHS, or other organizations.
Manages linkages and relationships with a variety external organizations including national, state and local organizations as well as other Federal agencies. Communicates with key collaborators on matters of policy, public health research, and program activities. Provides support to the organization by independently analyzing the scope and mission of external organizations for the purposes of identifying (new) potential strategic relationships.

Minimum Qualifications:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: serving as an analyst in developing, monitoring, implementing, and evaluating public health policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
