You will serve as a Procurement Analyst in the Naval Supply Systems Command of the Fleet Logistics Center Puget Sound (FLCPS) NAVSUP FLC PUGET SOUND.

Duties

You will serve as a Liaison and procurement officer for contracting and process execution. You will have final responsibility for legality of all procurement actions originated by subordinates and advise employees/customers of any changes in procedure, regulation, or policy. You will maintain definitive awareness of all changes in acquisition regulations and procurement policy as they may affect the procurements being planned or executed for/by MSC. You will ensure visibility of all procurements executed by NAVSUP supporting MSC and ensure awareness to all stakeholders. You will serve as an expert in procurement and contracting issues, representing NAVSUP HQ and NAVSUP FLC's on acquisition issues and policies affecting MSC. You will serve the procurement expert and senior level advisor to MSC leadership on all issues pertaining to contracting, acquisition and competitive sourcing initiatives.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have at least one year of Procurement Analyst experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying mastery knowledge of federal procurement regulations and acquisition policies and principles sufficient to plan, analyze, or evaluate a wide variety of issues to formulate policy or procedural solutions to problems and provide guidance. Specialized experience must demonstrate the following: 1) Knowledge of a wide variety of contracting methods and contract types, pre-award, post-award and/or contract price/cost analysis techniques and ability to interpret and implement contract policy; 2) Knowledge of content of Federal, DoD, and Navy policy concerning the management and development of long-range and interrelated acquisition processes; 3) Knowledge of negotiation authorities and techniques, contract types, cost and price analysis, performance work statements, negotiated overhead rates, economic price adjustment considerations, and Government Furnished Property Procedures; 4) Knowledge that imparts the ability to resolve complex procurement and business problems which may have long range impact on the overall NAVSUP and customer activities; 5) Expert knowledge of Navy command and organizational relationships of MSC and its subordinate organizations, mission, functions, tasks, and acquisition requirements to ensure efficient personnel utilization of available facilities and efficient utilization of other funds necessary to maintain liaison operations to accomplish mission objectives. Education

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
