You will serve as a Supervisory Procurement Analyst in the Policy and Support Division, Regional Contracting Departme NAVSUP FLC PUGET SOUND.

Duties

You will be the technical authority throughout the organization responsible for planning, establishing, administering, coordinating, standardizing, and analyzing all functional areas of the Division?s mission. You will oversee the technical planning of strategic initiatives and be responsible for the management of all projects executed by the Division and in support of the customer. You will supervise subordinate specialists and analysts of the Policy and Support Division and the work the perform in support of the FLCPS Contracting Department. You will advise the Department Director, Deputy Director, management, and colleagues on difficult procurement problems, conducts special studies, proposes options and alternatives, and represents the command on acquisition related matters. You will oversee the technical planning of strategic initiatives and is responsible for the management of all projects executed by the Division and in support of the customer.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of Procurement Analyst specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector applying a mastery knowledge of Federal, DOD and DON procurement and contracting laws, regulations, principles, and procedures including the latest procedures and techniques, e.g. sophisticated pricing arrangements, cost accounting and/or life cycle costing, sufficient to sufficient to supervise, lead and/or oversee a variety of complex and interrelated contractual/procurement actions. I apply analytical skill and evaluative methods and techniques to plan, establish, administer, coordinate, determine uniformity and ensure efficiency and effectiveness of functional areas of a contracting department. I have experience providing guidance to lead negotiators in conducting negotiations for both pre-award and post award negotiations. Examples of specialized experience may include the following: 1) Provides overall direction of the accomplishment of quality assurance and sourced solutions, and experienced judgment in interpreting and applying such guides, as well as in developing and implementing procurement/contracting solutions;2) Serve as program contractual authority and advisor on the acceptability and applicability of contractual matters related to the assigned acquisition program;3) Overseeing of acquisition policy, planning, negotiation, award, and administration of a large number of significant contract awards, ensuring contracts comply with laws and regulations;4) Provides the leadership necessary to maintain an effective and productive contracting work force and ensures a continuous flow and exchange of information between employees; and 5) Supervise, lead, or guide junior acquisition employees assigning work, evaluating performance, and providing technical and/or administrative oversight. . Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
