You will serve as a Supervisory Contract Specialist in the Regional Contracting Department of Fleet Logistics Center Puget Sound.

Duties

You will develop and administer long-term strategic goals for the contracting department and Region Support Division. You will provide advice to the customer concerning new methods, techniques, and Department of Defense (DOD) acquisition reform initiatives, procedures concerning any purchasing operations, negotiations, and contracts. You will serve as primary advisor to the FLC Puget Sound Contracting Department Head on procurement negotiations and program goals and objectives for region contracting support. You will oversee acquisition programs that facilitate meeting Navy objectives (distance support, humanitarian assistance, other commands) and support operations for numerous, varied, and complex technical, professional, and administrative functions. You will direct a full range of contract administration actions including issuance of contract investigation, audits, resolve contractor delays, contract performance appraisal, subcontractor surveillance, disposition of claims, and similar matters. You will serve as the supervisor for the Region Support Division and directs the work of subordinates performing contracting services in support of the department.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position requires occasional travel.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing contracting work, including pre and post award activities. Specific work experience must include: 1. Utilizing a mastery of procurement regulations and contracting principles to plan, develop, implement, maintain, and administer all contractual aspects of a systems acquisition program; 2. Serve as program contractual authority and advisor on the acceptability and applicability of contractual matters related to the assigned acquisition program; 3. Utilize a mastery of negotiation techniques to serve as the lead negotiator in developing pre-negotiation strategy, in conducting negotiations for the acquisition of a system, and in directing or performing post award negotiations involving contract changes or modifications; 4. Manage and coordinate activities sufficient to contract a variety of contractual actions occurring concurrently, in an overlapping fashion, or sequentially and to control several simultaneous interrelated contracts with different contractors; 5. Supervise, lead, or guide junior acquisition employees assigning work, evaluating performance, and providing technical and/or administrative oversight. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
