Performs a variety of specimen testing and processing functions, coordinating its general flow of specimens from phlebotomy to the individual sections (i.e. Chemistry, Hematology, Immunology etc). Performs work involving tests and examinations using the techniques of medical laboratory practice in one or more specialized areas. Applies a practical knowledge of the chemistry, biology and anatomy involved.
Duties
Performs venipuncture or capillary/dennal puncture phlebotomy procedure.
Labels, separates, and distributes samples lo appropriate areas.
Processes specimens to maintain specimen integrity
Provides proper post veinpuncture care to patient
Receives specimens into laboratory from couriers, medical staff, and outside deliveries. Ensures all specimens have correct identifications.
Trains new and current laboratory, medical, and trainees on correct laboratory procedures and policies.
Work Schedule: Monday-Friday 0730-1600, may be requested to work outside of these hours depending on workload and staffing.
Virtual: This is NOT a virtual position. Selected applicant MUST physically report to the Jacksonville VA Outpatient Clinic at 1536 North Jefferson Street, Jacksonville, FL.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2024.
Individual Occupational Requirement: You must posses the following: For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience performing work in the testing and examination procedures carried out in the laboratory.
Experience collecting specimen from blood drawing chairs.
Experience scanning specimen labels.
Knowledge of medical technology and procedures.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
