Position serves as Lead Medical Technician (Central Phlebotomy and Processing), located at North Florida/South Georgia Healthcare System at the VA Jacksonville North Outpatient Clinic, in Pathology and Laboratory Medical Service (PLMS). The Lead assists with the planning and distribution of the workload for three or more employees in accordance with established work flow or job specialization and assures timely accomplishment of the assigned workload.

Duties

Duties include, but are not limited to: Responsible for assisting, coaching and mentoring medical technicians in collection/ accessioning and processing of laboratory samples and reports to the supervising Medical Technologist. Answers technical phlebotomy questions, forwards inquiries to the appropriate department and manages supplies and inventory. Facilitates the efficient delivery of laboratory specimens, services and information by coaching, solving work problems and organizing the section to accomplish the work. Assigns medical technicians to achieve optimum patient care, taking into consideration abilities of staff members. Monitors and maintains the phlebotomy area assuring appropriate and adequate materials are sufficient for required services in a safe manner. Trains medical technicians, nurses and other employees in phlebotomy techniques, equipment use, test requirements, including specimens collected for the Federal Workplace Drug Testing Program as administered and regulated by the U.S. Department of Health and Human Services (DHHS) for drug testing of employees. Draws blood from patients using aseptic venipuncture in the outpatient clinic, always assessing the patient's status relative to his/her age specific needs, checking patient identification, and selecting the appropriate tubes for the test required. Utilizes VISTA computer system to acknowledge specimen receipt and orders and accessions all specimens correctly. Maintains and controls laboratory records of laboratory blood draws, unacceptable samples, lab procedures, and related documents. Responsible for some data analysis including arithmetic calculations, algebra, graphing of data using interactive computer programs and preliminary statistical evaluations. Resolves simple, informal complaints of medical technicians and refers others to the supervisor. Work Schedule: Monday-Friday 7:00 AM - 3:30 PM --You may be requested to work outside of these hours depending on workload and staffing needs. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Must possess (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs venipuncture or capillary/dennal puncture phlebotomy procedure. Adhere to written laboratory procedures and protocol as related to pre analytical testing. Collects specimens according to strict guidelines to ensure specimen integrity. Adhere to written laboratory procedures and protocol as related to pre analytical testing. Verifies proper patient preparation, specimen collection, and specimen transport requirement for reference laboratory tests. Educates patients on proper collection technique for specialty tests such as Urine tests, Stool collection, and fasting tests. You will be rated on the following Competencies for this position: Computer SkillsInterpersonal EffectivenessSpecimen CollectionTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as sitting (2-4 hours), walking (6-8 hours), repetitive bending (6-8 hours), standing (6-8 hours), moderate lifting (14-30 pounds), and average carrying (14-30 pounds).
