This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Springfield, Virginia.
Duties
The primary purpose of this position is to develop an in-depth knowledge of Federal Protective Service (FPS) customer's operations and organizational initiatives to develop solutions and strategies in mission support functions, performance measurement, monitoring, internal quality, and compliance auditing to support the agency's goals in a dynamic environment.
Duties performed:
Conducts qualitative and quantitative analysis data to identify trends, risks, present recommendations to the Human Capital Management Directorate.
Works with management to integrate structured and unstructured data and adapt evaluation criteria to generate insight and leverage automation/business tools as applicable to manage data, evaluate scenarios, and recommend actions.
Participates in workgroups or teams with FPS, Human Capital Directorate, and stakeholders to assist in developing innovative approaches and methods to assess FPS program related data.
Analyzes specific issues, identifies recurring problems, analyzes regulatory changes and develops implementing procedures used to make recommendations based on the work products.
Qualifications
Specialized Experience:
GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Conducting data analysis utilizing various methods (predictive modeling, regression analysis, etc.) to develop data visualization tools and/or reports;
Leveraging business automation tools or software to collect and/or process data to recommend improvements to program operations; and
Evaluating data program processes and/or procedures to create strategies to improve data quality and integrity.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
