Duties
The duties described reflect the full performance level.
Provides recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems.
Develops recruitment plans to address Agency's staffing needs. Engages in recruitment outreach efforts through contacts with academic institutions, professional associations, veterans' organizations, affinity groups, etc.
Determines method of filling positions, ensuring that priority list of employees receive appropriate consideration. Conducts job analyses, develops assessment criteria, and reviews Job Opportunity Announcements (JOAs).
Provides guidance related to referrals under the merit promotion program, Delegated Examining certificates, and Department of Defense (DoD) Priority Placement Program.
Provides comprehensive advisory services related to Federal civilian recruitment, examination, selection, and placement of employees. Extends job offers, coordinates pre-employment processes, and ensures proper onboarding.
Administers programs and completes special projects in accordance with human resources laws, regulations, policies and procedures to meet organizational needs and implement Office of Personnel Management (OPM), DoD and agency requirements.
Utilizes and promotes use of human resources information technology data systems to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. Prepares and compiles reports and metrics.
Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Specialized Experience:
For the GS-9: You must have one year of specialized experience equivalent to at least the next lower grade
GS-7. Specialized experience must be documented in your resume. Specialized experience includes: 1) assisting in providing routine to moderate management advisory services on Federal civilian recruitment, examination, selection, and placement; 2) assisting in developing and presenting recommendations and alternatives to resolve human resources management issues in accordance with applicable laws, regulations and policies;3) assisting in administering human resources operating programs and completing special projects; and 4) utilizing human resources data system(s) and applications .
For the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9. Specialized experience must be documented in your resume. Specialized experience includes:1) providing routine to moderate management advisory services on Federal civilian recruitment, examination, selection, and placement; 2) developing and presenting recommendations and alternatives, to senior management officials to resolve human resources management issues and problems in accordance with applicable laws, regulations and policies;3) facilitating and supporting human resources operating programs and completing special projects; and 4) utilizing human resources data system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness
For the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 Specialized experience must be documented in your resume. Specialized experience includes: 1) providing comprehensive management advisory services on strategies or alternative staffing/sourcing methods on Federal civilian recruitment, examination, selection, and placement; 2) developing and presenting recommendations, alternatives, and findings to senior management officials to resolve complex human resources management issues in accordance with applicable laws, regulations, and policies; 3) developing and applying human resources operating programs and completing special projects; and 4) utilizing human resources data system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness.

Education
Substitution of Education for Specialized Experience:
For the GS-9: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.
For the GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
For the GS-12: There is no substitution of education for experience at this grade level.

Combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
