The primary purpose of this position is: To serve as Special Technical Advisor (STA) for Futures in the Campaign, Integration, Assessment and Futures Office within the NORAD and USNORTHCOM J7 (N&NC/J7) Training, Exercises, and Wargaming Directorate.
Duties
Special Technical Advisor (STA) to Chief, Campaign, Integration, Assessments, and Futures Office.
Plans, organizes, and oversees the activities of the Futures portfolio and integrates each within the Campaign, Integration, Assessment and Futures' enterprises.
Establishes, develops, and maintains effective working relationships within and for NORAD and USNORTHCOM.
Conducts Strategic assessment of policy, process, and procedures development and reviews, and represents the N&NC J7 CIAF Office at meetings, conferences, symposia and site visits that relate to duties assigned.

- Bachelor of Science degree and Master’s degree are highly desired, but not required.
- Familiarity with multiple national and DOD documents is absolutely essential.

May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes knowledge and ability to direct actions of Campaign, Integration, Assessments, and Future offices in support of overall mission accomplishment.; coordinating planning and the execution of Operations, Exercises Activities, and Investments supporting Campaign Plans and Orders; knowledge of the DOD training, education and wargame planning and processes for resource development, modeling and simulation, and joint training systems and lessons learned; and knowledge of COCOM responsibilities, missions, and associated key documents impacting their roles as a bi-national and geographic combatant command respectively.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to thoroughly analyze national, interagency, DOD and Joint Staff publications, instructions, and directives, to include key strategic planning documents and assess their impact on NORAD and USNORTHCOM missions.
Knowledge of the DOD training, education and wargame planning and processes for resource development, modeling and simulation, and joint training systems and lessons learned; Skill in preparing oral and written communications.
Skill analyzing Homeland defense, and Resiliency operations; Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior NORAD and USNORTHCOM leadership use and decision-making.
Knowledge of safety and security regulations, practices, and procedures; Skill to negotiate and defend ideas and support strategic concepts; Knowledge of NORAD and USNORTHCOM's responsibilities, missions, and associated key documents impacting their roles as a bi-national and geographic combatant command respectively.
Knowledge of civilian and military personnel management concepts, principles, procedures.
Ability to plan, organize and direct the functions and staff of a small-sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
