About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - US Army Signal School at Fort Eisenhower, Georgia.
Duties
Oversees the organization’s quality assurance program.
Resolves educational, training, and managerial problems by suggesting solutions and providing progressive ideas/concepts for application.
Determines the need and develops plans for organizational changes.
Reviews and evaluates effectiveness and quality of staff performance, determines causes of unfavorable trends, and directs corrective actions within general policy and program guidance.
Collaborates with training managers, leads in other academic training schools, TRADOC, communications-electronics command (CECOM) managers, and civilian contractors to negotiate or coordinate work-related changes affecting other divisions.
Prepares tasking directives for academic divisions.
Prepares marketing strategies, and markets new proponent training programs Army-wide (e.g., via briefings, articles in proponent literature, Army journals, news releases, and letters).
Serves as a second-line supervisor, exercising the full range of personnel management responsibilities over subordinate positions and contractors as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Temporary duty (TDY) business travel is required approximately 5 percent of the time.
- Position requires the incumbent to obtain and retain a SECRET security clearance.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1 Providing guidance for subordinate teams within the organization on academic matters, credential readiness, Program of Instruction (POI) analysis and resource contracts. 2. Directing technical work to ensure information accuracy. 3. Managing memoranda of instruction (MOI), the development of operation orders and standard operating procedures (SOP) relating to training, training management, and education and 4. Overseeing projects utilizing ADDIE (Analysis, Design, Development, Implementation, and Evaluation) procedures to demonstrate the effectiveness of training programs.
