About the Position: Serves as Civilian Pay Technician in a Military Treatment Facility (MTF) within the Defense Health Agency. Provides clerical and technical liaison customer service for employees, supervisors and managers on both routine and complex pay-related issues. This position is located in Army Community Hospital WINN, Fort Stewart GA.
Duties
Performs as the civilian pay subject matter expert and technical point of contact for assistance related to the Defense Civilian Pay System (DCPS).
Develops, updates and/or maintains local policies and procedures pertaining to pay and leave for ATAAPS, DCPS and GFEBS.
Serves as an Application Administrator for the Automated Time and Attendance Production System (ATAAPS).
Assists customers with information related to debt, leave, pay, time and attendance, etc., to apply relevant laws, regulations, policies and procedures.
Performs a variety of analytical tasks and conducts special studies and projects to address and prevent pay and leave problems and issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level I within 2 years of appointment.
- Failure to obtain and maintain FM I certification within the required time may subject the incumbent to adverse action.
- Immunization screening is required. Applicants may be required to show proof of other immunizations depending on the type of position.

Specialized Experience: One year of specialized experience which includes (1) providing technical assistance on civilian timecard procedures; (2) researching pay, leave, and time and attendance problems or errors for payroll resolution; AND (3) inputting data into an automated civilian payroll system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
