This position serves as a Management Analyst, is responsible for providing expert analysis and support in program development, management, monitoring, evaluation and administrative operations.
Duties
Analyze records and information management business processes and provide recommendations to improve workflow and create efficiencies by making use of automated tools, systems and technology.
Manages and coordinates incoming and outgoing correspondence.
Analyze qualitative and quantitative program data to identify trends, assess progress
towards goals, and evaluate the effectiveness of compliance interventions.
Prepares Concurrence and Summary Sheets, strategic communications reviews and other documentation necessary for the program office to facilitate the concurrence process.
Possess a strong ability to communicate orally and in writing; exhibits considerable inter-personal skills to tactfully communicate and negotiate with individuals within and outside the organization.
Works with the Director Planning and Operations and Chief Planning, Correspondence and Performance Management to distribute, receive, and follow-up, track suspense's.
Performs analytical and evaluative work associated with OIC program activities as in developing operational efficiencies, reducing redundancy and improving quality and services.
Works with program and staff officials to assure complete, coherent and factually correct reports that are following policy and specific requirements of top agency and Departmental officials.
Design and implement comprehensive evaluation plans for programs, detailing methodologies, data collection process, and reporting formats to ensure accurate assessment of program outcomes and impact.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS11 in Federal Service that typically includes, but is not limited to, the following specialized experience examples? In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience.
Program development and evaluation to assess program effectiveness
Analytical methods, statistical analysis, and qualitative assessments, to interpret data decision-making
Records management, planning, navigate and manage the flow of documents requiring concurrence
Software applications such as Microsoft suite for data analysis report presentation and development
Select, interpret and adapt guidelines to address complex issues or subjects
Synthesize information to develop recommendations for enhancement or modifications
Manage multiple programs or projects with differing methodologies and stakeholder involvement

Physical Requirements: The work is predominantly sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The incumbent may carry light items such as meeting materials and a portable computer and may be required to drive a motor vehicle relative to attendance at meetings.
