This position is located within the IT Security Office (ITSO) of the Department of Technology Services (DTS). The incumbent is a recognized cyber security expert with a proven record of successfully managing security operations teams in a 24/7 environment. Must have a proven record of integrating people, process, and technology to objectively identify and declare security incidents from amongst a potentially large and dynamic set of security events.

Duties

The incumbent of this position will serve as the Threat Detection Branch Chief within the Information Technology Security Office's (ITSO) Security Operations Division (SOD). The position will be responsible for managing the 24/7 threat detection analysts that respond to SIEM alerts and other reports of security events. This position is critically important in meeting AO goals of protecting the security of Judiciary assets, and improving the timeliness, efficiency, and effectiveness of decision-making throughout the AO. The incumbent will perform multiple and varying assignments under the Chief, Security Operations Division, and possess the skills needed to be a senior leader overseeing, participating in, budgeting for, directing, and inspecting/reviewing the work performed by a skilled Cyber and IT administrative workforce within the 24x7 operational context. Duties of the position include, but are not limited to: Leading a team of cybersecurity professionals responsible for the monitoring, detection, and response to security threats. This includes managing staff scheduling to ensure 24x7 coverage and operational readiness and supervising remote team members, providing guidance, performance evaluations, and professional development. Creating and maintaining 24x7 schedules and or on call rosters ensuring ample coverage. Fostering a culture of continuous improvement and operational excellence within the team. Supervising and work force development of a 7x24 team of threat detection analysts that respond to Security Information and Event Management (SIEM) alerts and customer reports of security events. Providing regular reports to senior management on the status of information security, highlighting potential risks and mitigation strategies. Communicating effectively with various stakeholders, including technical teams, senior executives, and external partners. Serving as the primary point of contact for cybersecurity issues within the organization. Briefing senior leaders such as C-Suite or Judges. Serving as the technical escalation contact for all activities within the branch. Developing and refining of objective and quantitative criteria for declaration of security incidents based on security impact. Identifying and reviewing of security monitoring use cases and detection gaps. Reviewing SIEM alert quality for efficacy and refinement. Developing KPIs for security intake and security event processing. Developing, documenting, and reviewing of security event workflows for all SIEM alerts. Maintaining situational awareness of incidents with the Enterprise Operations Center and peer organizations within the Security Operations Division. (e.g. maintaining communications with, facilitating bridges, orchestrating events until closure). Developing triage procedures for all SIEM events. Developing Performance Work Statements (PWS) that contain clear, unambiguous measurable outcomes. Developing contract quality standards and contract management as a COR for contracts within the branch. Performing weekly, monthly, and ad-hoc reporting. Performing continuous improvement of routine security notices to courts and national program offices. Identifying and reviewing technology used within the branch for threat detection. Implementing and reviewing customer satisfaction surveys.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience with defensive cyber operations in a 24/7 security operations center and familiarity with offensive cyber operations from an adversary's perspective.
