This position is located in the Office of Investigations, ILSOD, Charlie Branch. This organization is responsible for planning, development, supervision and conduct of investigations into violations and suspected violations of criminal laws of the United States and rules and regulations relating to programs and operations of USDA.
There is only one position that will be filled.

Duties
Responsible for oversight, administration, and implementation of policies pertaining to formulating goals, objectives, policies, procedures, internal controls, and overall work for the ILSOD.
Plans, develops, delivers, and attends briefings, presentations and conferences for supervisors and executive management; ensures accurate and appropriately concise information is readily available.
Administer the business and logistical operations functions of the INV such as: training, policy, budget and financial management, procurement, data analysis, and strategic planning.
Conducts program analyses and evaluations to develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems to prevent waste, loss, unauthorized use, or misappropriation of assets.
Data analysis may encompass a range of analytic capabilities including data verification, quantitative and qualitative analytical studies of on-going trends, developments, and advancements within the law enforcement (LE) community.
Contributes expert technical assistance and direct support to headquarters and management staff in improving investigative support and logistics, ensuring investigations programs contribute to the achievement of the OIG's strategic plan.
Provides advice and evaluations of methods and procedures to streamline programmatic and administrative operations functions within the INV operations division.
Requirements

- Must be able to obtain and maintain a valid State issued motor vehicle operator's license.
- Selected applicants must be able to acquire and maintain a government-issued travel charge card.
- You must be able to operate a government-owned or leased vehicle and have and maintain a valid driver’s license.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration at the GS-12 grade level). Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying), restrictions contained in 5CFR 300, Subpart F. You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
MINIMUM QUALIFICATION REQUIREMENTS:
To qualify for the GS-09: Applicants must possess one (1) year of specialized experience equivalent to the GS-07 in the Federal and or Public Service. Specialized experience is defined as: collecting and researching data for evaluations of programs/operations; and reviewing, analyzing, and providing information from multiple systems.
OR
You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in a related field of study at an accredited college or university.
OR
Two full years of progressively higher level graduate education leading to a degree in a related field of study.
OR
LL.B. or J.D., if related.
To qualify for the GS-11: Applicants must possess one (1) year of specialized experience equivalent to the GS-09 in the Federal and or Public Service. Specialized experience is defined as: Independently collecting and researching data for evaluations of programs/operations; independently reviewing, analyzing, and providing information from multiple systems; and independently researching laws, regulations, guidelines, and approved procedures to provide findings.
OR
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study.
OR
LL.M., if related
To qualify for the GS-12: Applicants must possess one (1) year of specialized experience equivalent to the GS-011 in the Federal and or Public Service. Specialized experience is defined as: Providing advice and guidance for improvements on policies and making recommendations; researching and interpreting program related laws, regulations, guidelines, and procedures; and analyzing management information requirements to operate program or administrative reporting systems.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.
To qualify for the GS-13: Applicants must possess one (1) year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as: Providing advice and guidance for improvements on policies and making recommendations; researching and interpreting program related laws, regulations, guidelines, and procedures; analyzing management information requirements to operate program or administrative reporting systems; and overseeing the development of plans and execute the analysis of both quantitative and qualitative.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.
Evidence of one year or more of specialized experience must be clearly documented in your resume.
