Duties
Duties below reflect full-performance level (GS-11) work of position:
- Responsible for implementing and conducting a diverse program of land resources management, including administration of recreation and other resource management agreements.
- Prepares, issues and administers licenses, leases, permits, easements, and other types of contractual agreements and use rights.
- Extracts the appropriate information to assemble and document compliance with National Environmental Policy Act (NEPA) and other applicable regulations so that such use authorizations and outgrants can be properly executed.
- Conducts field reviews with managing partners for recreation facilities, concessionaires, private exclusive use areas, grazing and agricultural uses, and other uses, depending on the nature of the management agreement.
- Utilizes geographic information system (GIS) software and applications to map and provide documentation for land management resources and activities.
Qualifications
In order to qualify for the Natural Resource Specialist, you must meet BOTH the Basic Education Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.
BASIC EDUCATION REQUIREMENT:
A. Degree: A 4-year degree from an accredited college or university leading to a bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to this position.
OR
B. Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.
ADDITIONAL REQUIREMENT: In addition to meeting the basic education requirement, you must also meet the qualifications below:
GS-09:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service or its non-Federal equivalent that included experience assisting with a land resource program; assisting with realty actions such as permitting or environmental compliance; and collaborating with multi-disciplinary teams or stakeholders.
OR
Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a related field.
OR
Combination of graduate education and specialized experience as described above.
GS-11:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service or its non-Federal equivalent that included experience managing a land resource program; coordinating recreation activities; administering realty actions such as permitting or environmental compliance; and collaborating with multi-disciplinary teams and stakeholders.
OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, in a related field.
OR
Combination of graduate education and specialized experience as described above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/30/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
