The primary purpose of this position is to serve as a North American Aerospace Defense Command and United States Northern Command (NORAD & USNORTHCOM) Directorate level Knowledge Management Engineer.

Duties

Designs and develops custom software applications. Serves as the Directorate level DOD365-J Technical Advisor and Subject Matter Expert. Performs continuing assessments of KM tool and asset utilization. Represents the directorate with a variety of organizations.

CONDITIONS OF EMPLOYMENT CONTINUED: (cont'd)..The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY). Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. Certified Knowledge Management Practitioner highly desired. This position is coded under the DoD Cyberspace Workforce Framework IAW DoDM 8140.03, the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels. Foundational qualification within 9 months of assignment: resident qualifications within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and or waived, individual must be reassigned to other duties consistent with applicable law. Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work roles(s) within started timelines will be removed from the duties associated with the work role. In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes application of information technology program management theories, principles, and practices to carry out responsibility for knowledge information systems and programs including life-cycle processes, development, testing, acquisition, deployment, and support. Skill in applying analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT and KM principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles. Knowledge of customers' business processes and operations to anticipate and refine functional requirements. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements. Knowledge of a wide range of all the Services military and commercial technical Command, Control, Communications, and Computer methods, principles, and practices such as DOD365-J applications. Knowledge of KM capabilities and employment to translate strategies into practical information technology solutions and develop knowledge sharing software applications that integrates agile operational data and information management capability. Skill in software programming languages such as jQuery, JavaScript, and HTML to determine output formats, design applications, and software applications to be used to support information dominance. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
