Duty 1: Plans, organizes, and directs the activities of the Command's Intelligence IT resources Duty 2: Serves as the Directorate's senior IT Specialist. Duty 3: Defines contract requirements

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated Special-Sensitive, incumbent must be able to obtain and retain a TS security clearance with access to SCI or TS SAP to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Travel and relocation expenses WILL BE PAID in accordance with the JTR AND AFMAN 36-606.
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Examples of creditable experience include: Practical knowledge of a wide range of IA, RMF, and ATO requirements for certification and accreditation; network operations and protocols; system architecture, integration techniques, systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure systems and network protection, and restore IT systems, services, and capabilities. Knowledge of SCI information and intelligence material on all AF JWICS and cryptologic mission systems and networks. Demonstrated knowledge of the national IC, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations, and ability to leverage IC capabilities in support of customer requirements. Ability to recognize IT vulnerabilities and intelligence sensitivities within a program. Exhibits skill in writing clear and concise intelligence products and skill in written and verbal presentations of intelligence products to senior audiences for decision making purposes. Utilizes experience with modernization and acquisition processes to assist AF and IC planning, programming, and budgeting processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of a full range of IT security principles, concepts, practices, new and emerging products and services (including systems software, database software, immediate access storage technology, and firewalls), and methods for evaluating risk and vulnerabilities, and implementing mitigating improvements. 2: Knowledge of IA, RMF and ATO requirements for certification and accreditation, network operations and protocols, system architecture, integration techniques, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new revised security measures and countermeasures based on the results of accreditation reviews. 3: Knowledge of DoDM 8140.03, Intelligence Community Directive (ICD) 503, policies and governance for DoDIIS, AFJWICS and AF IC IE systems, cryptologic mission systems, and the Assessment and Authorization (A&A) process including the tools and technology to automate the A&A process. (i.e. Xacta, eMASS) 4: Knowledge of the full range of planning, programming, budgeting and execution principles and techniques from an USSF or FLDCOM level. 5: Knowledge of the full range of regulations, instructions, policies, processes, and procedures corresponding to getting requirements on contract. Experience with assisting contracting teams in requirements development, preparing Independent Government Cost Estimates (IGCEs), developing Performance Work Statements/Statements of Work/Statements of Objectives (PWS/SOW/SOO). 6: Experience with executing Contracting Officer Representative (COR), Assistant COR (ACOR), Contracting Officer Technical Representative (COTR), or Technical Point of Contact (TPOC) duties and responsibilities, including but not limited to, conducting Technical Evaluations of contractor proposals, Source Selection, and developing quality assurance surveillance plans (QASPs). 7: Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions. Ability to plan, organize, and guide functions of the staff as well as mentor, motivate, and apprise the staff of an organization while maintaining a knowledge of safety and security regulations, practices, and procedures.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
