The primary purpose of this position is to serve as the Senior Intelligence Information Technology (IT) Planner and Programmer, responsible for planning, directing, organizing, exercising control over resources and Special Programs budget execution across SPOC's ISR enterprise.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENTS OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include having practical knowledge of a wide range of IA, RMF, and ATO requirements for certification and accreditation; network operations and protocols; system architecture, integration techniques, systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure systems and network protection, and restore IT systems, services, and capabilities. Knowledge of SCI information and intelligence material on all AF JWICS and cryptologic mission systems and networks. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of IT security principles, concepts, practices, new and emerging products and services (including systems software, database software, immediate access storage technology, and firewalls), and methods for evaluating risk and vulnerabilities, and implementing mitigating improvements. 2. Knowledge of IA, RMF and ATO requirements for certification and accreditation, network operations and protocols, system architecture, integration techniques, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge of DoDM 8140.03, Intelligence Community Directive (ICD) 503, policies and governance for DoDIIS, AFJWICS. 4. Knowledge of the full range of planning, programming, budgeting and execution principles and techniques from an USSF or FLDCOM level. 5. Knowledge of the full range of regulations, instructions, policies, processes, and procedures corresponding to getting requirements on contract. Experience with assisting contracting teams in requirements development, preparing Independent Government Cost Estimates (IGCEs), developing Performance Work Statements/Statements of Work/Statements of Objectives (PWS/SOW/SOO). 6. Experience with executing Contracting Officer Representative (COR), Assistant COR (ACOR), Contracting Officer Technical Representative (COTR), or Technical Point of Contact (TPOC) duties and responsibilities, including but not limited to, conducting Technical Evaluations of contractor proposals, Source Selection, and developing quality assurance surveillance plans (QASPs). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
