You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DIVISION of NAVY PERSONNEL COMMAND.
Duties
You will interpret, analyze, and evaluate complex legislation, policy and regulatory decisions concerning Navy accounting, funds distribution and civilian labor.
You will perform detailed financial and accounting analysis.
You will prepare and present financial reports, issue papers and submit budgets.
You will manage subordinates to include planning work, setting priorities, establishing schedules, and delegating tasks based on employee capabilities and organizational priorities.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical advice and guidance to management and program managers regarding accounting, labor and funds distribution; 2) Performing detailed financial and accounting analysis to determine operational effectiveness and efficiency; 3) Developing complex financial plans to ensure alignment with program and organizational mission and objectives; and 4) Utilizing DoD financial, accounting and travel systems (e.g., Planning, Programming, Budget Estimate System [PPBES], Defense Travel System (DTS)) to monitor expenditures and funding.
